Try cleaning it with contact cleaner first and see if that helps. The pots are a pain to replace.

Yes that's right.
But what a meant by the short stubs is that the wires had been cut and while one end was taped together, the other end was still there just tapped to the blue and brown wires. I saw that when I went to remove the tape that seemed odd just being there.
