I'm about to buy a Rocker 30 combo, serial number 02701-0309. What year is it manufactured and where? Made in England?

It was assembled in the UK in March 2009.

Does anybody know if it has the demeter winding transformers?

Will have. They started using them several years before and AFAIK carried on until the R.30 was discontinued.
