Does anyone know what the input and output impedances are for the Rocker 32 effects loop?

Not offhand. Nothing online gives a value but it's got to be +4 or -10 I would think, which is absolutely no help.
Most pedals are designed to go into the front of the amp. Experiment - if a pedal doesn't sound right in the effects loop, try it going into the front of the amp. If you're talking switchable line level rack effects, try the line level first.
