If you don't have another footswitch to try, plug the cable in the amp without the footswitch connected to the cable. Find a jumper wire and connect the tip and sleeve together to see if it changes channel. If it changes channel, something is wrong with the foot switch, otherwise the amps relay circuit needs to be looked at.

Also check to make sure it is happening elsewhere. Low voltage situations can also cause it to happen.
