I have double checked with the greater minds (I work with a guy who has been designing tube amps since the 60s) and the word I got is yes, you can use multiple taps on your output transformer with different impedance cabinets. But it's not direct. If you had a 16 ohm and an 8 ohm cabinet, you could hook them up to your 8 ohm and 4 ohm outputs of your amp respectively. This limits you a bit, since almost no one has a 32 ohm cabinet or a 2 ohm tap on their output transformer. So, you could really only run a 16 and 8 ohm cabinet at the same time in most practical applications.
