Did you turn the master all the way up and where did it end at the top? 5:00, 6:00, etc.?

As I mentioned, the master volume isn't even close to being linear. Crank the master on 10, then check the volume against another amp.Frank_Jeeves wrote: ↑Thu Aug 17, 2017 7:14 amIt's a Overdrive. It's an 90s amp.But the seller said it was an early model of the 90s so it likely has the old transformers. its quiet when the amp is at half volume. Very pleasant to play at bedroom volumes it's loud at higher then half and almost full. one ear gets kinda hurt but it's not as loud as my clone.
If the amp has a master, put it all the way up (until you feel the knob stop), and crank the "gain" knob to at least 7 or 8. If it's not as loud as your 20W amp, something is wrong. If it's a "Graphic" (non master volume) model, then turn the volume up to 7 or 8 and see what happens. Again, it should flatten your 20W amp.
There are no "old" and "new" transformers for the 90's amps. They used the same iron through the production run.

I could play mine at home with the master up halfway. It's nowhere near full output until you're up above 8 on the master.

So I tested it out. it was hard to tell. At half gain the Clone had way more drive and seemed louder. However a closer listen showed the OR 80 was a tad louder and it stays so at clean settings. I was playing through a green back.
I'd say you guys are correct and the master volume is non linear. I like my OR80 better though because it's more managable with pedals then was the clone. Both get a similar sound but there were some major character changes. My amp tech didn't seem to be BSing me.

You were playing through a single Greenback? An OR-80 should melt a single Greenback in short order. Are you sure the master was up all the way? You should feel the potentiometer stop. Yes volume was up. I just didn't do full gain tests.
