Bias on th100

This is my first time doing anbias on this amp. Getting a plate voltage of around 445 to 450. Tubing it with E34l tubes that are 25 watt tubes. When I do the math I figure I want to be around 33ma ish. But I can't get the tubes avoided 23Ma some won't go above 19ma. Any suggestions?

I may be wrong, but I recall reading E34L's are different than EL34. The amp may need a mod to the bias circuit to run them.
