OR15 noise!!! HELP NEEDED

Hi there!
I am the proud owner of an Orange amp.
I was really excited when i bought this as a combo along with a PPC212OB cab.
I like stoner a lot so this amp is awesome for what i like to play.
Since i've been having vintage amps all my life from brands such as Dynacord, Fender Super reverb and twin reverb i always heard a hum which did not bother me.
A friend of mine sold me a Bugera 333XK-212 combo that was silent as hell but i never liked that amp as it was too tight for me.
Anyhow, after resoldering the whole Super reverb and adding all available mods to the ultralinear model i own i realised how quiet a really good vintage can be.
So to cut to the chase, as i am probably boring you with my story, i realised that my OR15 is making static noises or should i call them noises that sound like radio noise. Since i play in my bedroom (living in a flat) i can confess that they are not loud at all but you can hear the noise when close to the cab. i checked everything. It does it even with no cables plugged in as soon as i push the switch from standby to any of the wattage. Keep in mind that all knobs meaning volume bas treble mids and distortion are all set to zero and it still makes this noise. I really dont know what to do. Could it be the cab to head cable they gave me?
They told me it's a special cable and not any ordinary instrument cable will work. I have the cable running from the 16ohms port on the head to the left input on the cab.
This is an audio file of the noise it makes. https://soundcloud.com/orys/static-or15-track1" onclick="window.open(this.href);return false;
The problem is that i contacted the shop i bought it from and they dont have another in stock so i really dont want to stay with just the Super reverb as it does not provide me with the sound i want. so i have a few spare tubes which i can obviously remove from the fender and i was wondering if that would fix it.
I would like to know if anyone is having the same problems as me.
Maybe the fact that it does this with everything at zero proves that this is the way the amp works.
Is there a way to check if it is the speakers or a schematic to make a cable to test if it's that?
PS. Please forgive me for my accent. I wasn't planning on being an actor
