It is a very good free graphics viewer which among other things does allow you to easily resize files. I use it a fair bit. (It can convert the image size too, width / height, though that is different.) When you save a picture go to 'save as', choose 'JPG' for file type, and you can choose different compression factors. Try a couple and pick the lowest that still gives decent on screen quality. :)
