Stupid question: does that happens only using a trusted cable and a guitar ? (no fancy effects, etc). Just to make sure the cause is the amp and not something else.

Does it happen on both channels?

If you're sure the reason isn't your guitar, your cable, your speaker cable or your speaker cabinet (have you tried the same set up with a different head?), there actually is little you can do yourself beside changing the valves.

You can change the preamp valves yourself, but the EL34 need be biased.

If it isn't the valves, and your tech couldn't trace the issue, you then need a new tech.
