In my experience, NOS tubes are robust! My Philips preamp tubes have over 5 years use on them and still test 'Good' on an Orange tube tester. My current pair of Soviet power tubes have two years use on them and still test like new.

Took the amp to the Guitar Center in Atlanta, the main one for my state. Talked with their best "amp guy" who was on duty. Ha! Good answer. I bought and fell in love with my R15T with the JJ's that came with it. I'm also fully skeptical when I hear that a tube swap 'transformed' an amp. However, I do believe the tube swap I did made the amp quieter, especiall on high gain settings.

MB only 'encourages' mismatching amp ohm output with a speaker double the amp ohms. They do not suggest driving one 16 ohm and one 8 ohm speaker like the OP was asking.

Methinks that 12AT7 is there to buffer the FX loop. Changing it is not what you're after. I think you either need to push it over the top with an OD pedal. Trying out another brand of tube might bring out some subtle changes (this, after psychoacoustics wear off).

Nope, you shouldn't do that. You can drive a 16 ohm cab OR an 8 ohm cab OR two 16 ohm cabs in the two 8 ohm inputs.

Take it back. For what you paid for it, it should be performing flawlessly. If you do decide to try to clean the pot, be sure to use an electronic cleaner with a lubricant. Regular contact cleaner can damage a pot, I know from experience. FWIW, I have a can of Deoxit Faderlube that will last the res...
