I had one Behringer pedal, a noise gate (can’t remember the name or model number). It was terrible, kept on fading in and out and made some bad static noises. I ended up dumping it in a bin because it was so cheap. It left a bad taste with the brand and I’ll never buy one of their pedals again.

I had a similar problem. Turned out it was the environmentally friendly light globe in the overhead light, the ones like a mini, curled up fluoro tube. OR15 noise as the OP describes appears to be normal. In fact all my valve amps have varying levels of noise. In the case of my OR15 I'm confident valves are the problem but it's not annoying, is not affected by the gain or volume knobs so I'll do something about it when it comes time to change tubes...
