It sounds to me like you are essentially describing the addition of a second channel, since that is how a footswitchable lead boost is described by most amp manufacturers. It might require the addition of a preamp valve for the second channel, etc., so it may not be worth the effort and expense. I ...

I am wondering whether it would be possible to add a second volume (not gain) control to my Tiny Terror head so that I could set rhythm and lead volume levels. What pedals would you suggest I look into for boost or EQ-ing? I've had better luck with treble boosters than with flat boosts or EQ pedals.
