I can confirm the twisted pair buzzed out fine, and the EL34s are getting their 400+ volts. Been having a hard time finding a schematic :\

Looks like your diagnosis is spot on to me.

It looks like a valve heater circuit failure. I had the same issue on my 2 AD15s a while back. I'm more of a rhythm player myself so looking for the boost to push the amp a little harder when I need it so I've a little more diversity to my sound. I've never used my tone knobs. (Les Paul player) but I use my volume all the time.

Being someone who treats his amps like a single channel (I let the amp do the overdriving, not a stomp box) a simple downturn on the volume knob goes a long way to cleaning things up.
