If the cab is rated 16 ohm, for sure the speakers are 8 ohms wired in serie.

Change the effect loop valve/tube.
On mine I've changed all the 12AX7 + 12AT7 with quiet and carefully selected ones (from Tube Amp Doctor)

It's too bad the discontinued this amp. It was to me the most interesting amp for modern rock metal.
There are plenty of TH30, and sometime a TH100 pops up. They are good at high gain too.

I always have a palmer pocket amp, a kind of DI in a pedal format to plug in the PA, but never had to use it so far.

I choose the TH100 over others for the clean tone.

I wouldn't go on the power tube. Just change 1 12AX7 selecting a low noise one. It's around 20$ and it's always good to have some 12AX7 to swap.

Gain always bring some noise.
I had the same issue and could efficiently reduce the buzz by filtering the AC power with a shaffner fn unit.
The other thing that works is to put a low noise preamp tube in the first stage of the gain channel.

Looks like the TH100 is not gentle with the ECC83. I need to get a batch of various preamp valves to play with.
The main improvement came from the EMI RF1 filter, and other stuff improved on top.

The grill cloth certainly impact more the high frequencies than others. When needed, I put a piece of gaffer on my JCM 4X12 to tame highs. It's not nice but very efficient.
